প্রেস বিজ্ঞপ্তি: করোনা ভাইরাসের ক্রমবর্ধমান সংক্রমণ রোধে তামাক কোম্পানীর উৎপাদন-সরবরাহ-বিপণন সাময়িকভাবে বন্ধের ব্যবস্থা গ্রহণের জন্য শিল্প মন্ত্রণালয়কে অনুরোধ জানিয়েছে স্বাস্থ্য মন্ত্রণালয়। সেই সাথে দেশব্যাপী চলমান সাধারণ ছুটির মধ্যেও তামাক কোম্পানীর কার্যক্রম চালু রাখার জন্য প্রয়োজনীয় সহায়তা দিতে মাঠ প্রশাসনকে দেয়া শিল্প মন্ত্রণালয়ের নির্দেশনা প্রত্যাহারেরও অনুরোধ জানানো হয়।

গত সোমবার, ১৮ মে স্বাস্থ্য ও পরিবার কল্যাণ মন্ত্রণালয়ের অধীনস্ত জাতীয় তামাক নিয়ন্ত্রণ সেলের (এনটিসিসি) সমন্বয়ক ও যুগ্মসচিব মো. খায়রুল আলম সেখ স্বাক্ষরিত চিঠিতে এই অনুরোধ জানানো হয় শিল্প মন্ত্রণালয়কে।

চিঠিতে বলা হয়, বিশ্ব স্বাস্থ্য সংস্থা তামাককে কোভিড-১৯ সংক্রমণ সহায়ক হিসেবে চিহ্নিত করে এর ব্যবহার নিরুৎসাহিত করার কথা বলছে। ধূমপানের কারণে শ্বাসতন্ত্রের নানাবিধ সংক্রমণ এবং শ্বাসজনিত রোগ তীব্র হওয়ার ঝুঁকি বেড়ে যায়। এ বিষয়ে জনস্বাস্থ্য বিশেষজ্ঞদের একাধিক গবেষণা পর্যালোচনা করে বিশ্ব স্বাস্থ্য সংস্থা সম্প্রতি জানিয়েছে, অধূমপায়ীদের তুলনায় ধূমপায়ীদের কোভিড-১৯ সংক্রমণে মারাত্মক অসুস্থ হওয়ার আশঙ্কা অনেক বেশি।

এছাড়াও কোভিড-১৯ এ আক্রান্ত ধূমপায়ীর মৃত্যুঝুঁকিও ১৪ গুণ বেশি। কোভিড-১৯ মোকাবেলায় ভারতসহ পৃথিবীর বিভিন্ন দেশে সাময়িকভাবে সিগারেট ও অন্যান্য তামাকজাত দ্রব্য ক্রয়-বিক্রয়, সীসা বার, উন্মুক্ত স্থানে পানের পিক ফেলার মতো বিষয়গুলো নিষিদ্ধ করা হয়েছে। বাংলাদেশেও কোভিড-১৯ ভয়াবহ আকার ধারণ করেছে। মাননীয় প্রধানমন্ত্রীর প্রত্যক্ষ নির্দেশনায় সরকার কোভিড-১৯ মোকাবেলায় বহুমাত্রিক পদক্ষেপ গ্রহণ ও বাস্তবায়ন করছে।

স্বাস্থ্য সেবা বিভাগ ক্রমবর্ধমান কোভিড-১৯ রোগ প্রতিরোধ, সনাক্তকরণ ও চিকিৎসা সেবা প্রদানে সর্বোচ্চ চেষ্টা করে যাচ্ছে। এ পরিস্থিতিতে দেশের তামাক কোম্পানিগুলোকে উৎপাদন, সরবরাহ ও বিপণন করার জন্য শিল্প মন্ত্রণালয় থেকে দেয়া বিশেষ অনুমতিপত্র প্রদান করোনা পরিস্থিতিকে জটিল করে তুলেছে।

জনস্বাস্থ্য সংক্রান্ত জরুরি অবস্থা মোকাবেলা এবং স্বাস্থ্যগত ঝুঁকি হ্রাস করতে প্রণীত সংক্রামক রোগ (প্রতিরোধ, নিয়ন্ত্রণ ও নির্মূল) আইন, ২০১৮ এ সংক্রামক রোগের বিস্তার রোধে বাজার, গণজমায়েত সাময়িক ভাবে বন্ধ, দেশের অভ্যন্তরে এক স্থান থেকে অন্য স্থানে চলাচল নিষিদ্ধ করা হয়েছে। কিন্তু তামাক কোম্পানিগুলো শিল্প মন্ত্রণালয় থেকে প্রাপ্ত নির্দেশনার অজুহাতে এ আইন লঙ্ঘন করে চলেছে।

তাই জনস্বাস্থ্য সুরক্ষার স্বার্থে করোনা ভাইরাসজনিত কোভিড-১৯ পরিস্থিতি মোকাবেলায় তামাক কোম্পানিকে শিল্প মন্ত্রণালয়ের দেয়া অনুমতি প্রত্যাহারসহ সকল তামাক কোম্পানীর উৎপাদন-সরবরাহ-বিপণন এবং তামাকপাতা ক্রয়-বিক্রয় সাময়িকভাবে বন্ধের অনুরোধ জানিয়েছে স্বাস্থ্য মন্ত্রণালয়। কোভিড-১৯ সংক্রমণ ঝুঁকি কমানোর পাশাপাশি মাননীয় প্রধানমন্ত্রীর ঘোষণা অনুযায়ী ২০৪০ সালের মধ্যে তামাকমুক্ত বাংলাদেশ গড়ার প্রত্যয় এগিয়ে নিতে শিল্প মন্ত্রণালয়ের সহযোগিতা চাওয়া হয় চিঠিতে।

উল্লেখ্য, গত ৩ ও ৫ এপ্রিল শিল্প মন্ত্রণালয় থেকে চিঠি দিয়ে দেশের সকল বিভাগীয় কমিশনার ও জেলা প্রশাসককে কোম্পানী গুলোর তামাক পাতা সংগ্রহ, পণ্য উৎপাদন ও বিপণনে প্রয়োজনীয় সহায়তা দিতে বলা হয়।

এরপরই দেশের চিকিৎসাপেশাজীবীদের সংগঠন বাংলাদেশ নেটওয়ার্ক ফর এনসিডি কন্ট্রোল অ্যান্ড প্রিভেনশন-বিএনএনসিপিসহ তামাকবিরোধী সংগঠনগুলো জনস্বাস্থ্যের কথা বিবেচনায় নিয়ে শিল্প মন্ত্রণালয়ের এই নির্দেশনা প্রত্যাহারের দাবি জানায়। তারই পরিপ্রেক্ষিতে তামাক কোম্পানীর উৎপাদন-সরবরাহ-বিপণন এবং তামাকপাতা ক্রয়-বিক্রয়ে সাময়িক নিষেধাজ্ঞা আরোপের অনুরোধ জানিয়ে স্বাস্থ্য মন্ত্রণালয় থেকে শিল্প মন্ত্রণালয়কে চিঠি পাঠানো হয়েছে।

একইসাথে সংক্রামক রোগ (প্রতিরোধ, নিয়ন্ত্রণ ও নির্মূল) আইন, ২০১৮ অনুসারে স্বাস্থ্য অধিদপ্তরের মহাপরিচালককে প্রদত্ত ক্ষমতাবলে তামাক কোম্পানীর উৎপাদন-সরবরাহ-বিপণন বন্ধের ব্যবস্থা গ্রহণের জন্য চিঠির সংযুক্তিতে অনুরোধ হয়।

Letter to the Ministry of Industry

(MoHFW wants withdrawal of ‘special permission given to tobacco companies’ and ban on production, supply and marketing of tobacco products to deal with corona epidemic)

The Ministry of Health & Family Welfare (MoHFW) has requested the Ministry of Industry (MoI) to take steps to temporarily stop the production, supply and marketing of tobacco companies to curb the growing spread of corona virus. It was also requested to withdraw the directive of the MoI given to the field administration to provide necessary assistance for the continuation of the activities of the tobacco company even during the ongoing general holidays across the country.

Monday, May 18 Joint Secretary Md. Khairul Alam Sheikh, Coordinator of the National Tobacco Control Cell (NTCC) under the Ministry of Health and Family Welfare made the request in an official letter.

The letter said the World Health Organization (WHO) was trying to discourage the use of tobacco by identifying it as a facilitator of the COVID-19 infection. Smoking increases the risk of various respiratory infections and acute respiratory diseases. After reviewing several studies by public health experts, WHO recently reported that smokers are more likely to be seriously ill with the COVID-19 infection than non-smokers. Also, smokers infected with COVID-19 have a 14-fold increased risk of death. In response to the COVID-19, the sale and purchase of cigarettes and other tobacco products, shisha bars, and spitting in public spaces have been temporarily banned in various countries, including India. COVID-19 has also reached alarming proportions in Bangladesh. Under the direct direction of Hon’ble Prime Minister, the government is taking and implementing multi-dimensional measures to deal with COVID-19. The Department of Health Services is doing its utmost to prevent, detect and provide medical services for the growing Covid-19 disease. In this situation, issuing special permits from the MoI to the tobacco companies for production, supply and marketing has complicated the situation. The Communicable Diseases (Prevention, Control and Eradication) Act 2018, enacted to address public health emergencies and reduce health risks, temporarily closes markets, public gatherings and prohibits movement from one place to another within the country to prevent the spread of infectious diseases. But the tobacco companies continue to violate the law on the pretext of receiving instructions from the MoI.

Therefore, in the interest of public health protection, the MoHFW has requested to temporarily stop the production-supply-marketing of all tobacco companies and purchase and sale of tobacco leaves, including revoking the permission given by the MoI to the tobacco companies to deal with the COVID-19 situation. In addition to reducing the risk of COVID-19 infection, the letter also sought the cooperation of the MoI to take forward the commitment to build a tobacco-free Bangladesh by 2040 as announced by the Hon’ble Prime Minister.

It may be mentioned that on April 3 and 5, a letter was sent from the MoI to all the divisional commissioners and deputy commissioners of the country asking them to provide necessary assistance in the collection of tobacco leaves, production and marketing of tobacco products by the companies. After that, anti-tobacco organizations including Bangladesh Network for NCD Control and Prevention-BNNCP, an organization of medical professionals of the country, demanded withdrawal of this directive of the MoI considering public health. Considering the appeal, the letter has been sent to the MoI from the MoHFW requesting a temporary ban on the production-supply-marketing of tobacco companies and purchase and sale of tobacco leaves. At the same time, a request was made in the attachment of the letter to take action to stop the production, supply and marketing of tobacco companies with the powers given to the Director General of the Department of Health under the Communicable Diseases (Prevention, Control and Eradication) Act 2018.
