করোনা সংক্রমণ রোধে অবিলম্বে তামাক কোম্পানী বন্ধ করা প্রয়োজন

প্রেস বিজ্ঞপ্তি: বাংলাদেশে ক্রমবর্ধমান করোনা ভাইরাসের সংক্রমণ রোধে এবং জনস্বাস্থ্যের কথা বিবেচনায় নিয়ে দেশের সব ধরনের তামাক কারখানা বন্ধের দাবি জানিয়েছে দেশের চিকিৎসাপেশাজীবীদের সংগঠন বাংলাদেশ নেটওয়ার্ক ফর এনসিডি কন্ট্রোল অ্যান্ড প্রিভেনশন (বিএনএনসিপি)। এই দাবিতে আজ রোববার (১২ এপ্রিল) শিল্পমন্ত্রী জনাব নূরুল মজিদ মাহমুদ হুমায়ূনকে চিঠি পাঠিয়েছে সংগঠনটি।

চিঠিতে বলা হয়, বৈশ্বিক মহামারী করোনা ভাইরাস সংক্রমণ প্রতিরোধ এবং চিকিৎসাসেবা প্রদানে বাংলাদেশসহ অন্যান্য দেশ এখন বিশ্ব স্বাস্থ্য সংস্থার গাইডলাইন অনুসরণ করে চলছে।

বিশ্ব স্বাস্থ্য সংস্থা বলছে, ধূমপানের কারণে করোনা ভাইরাসে আক্রান্ত হওয়া এবং গুরুতর অসুস্থ হয়ে পড়ার ঝুঁকি বেড়ে যায়।

করোনা ভাইরাস প্রাদুর্ভাবের সূচনাস্থল চীনের উহানে করোনা আক্রান্তদের মাঝে পরিচালিত এক জরিপের প্রতিবেদন প্রকাশিত হয় ‘চাইনিজ মেডিকেল জার্নাল-এ; যেখানে বলা হয়েছে, করোনা ভাইরাসে আক্রান্তদের মধ্যে ধূমপায়ীদের মারাত্মকভাবে অসুস্থ হওয়ার আশঙ্কা ১৪ গুণ বেশী। এসব দিক বিবেচনায় নিয়ে বিশ্ব স্বাস্থ্য সংস্থা ধূমপান বন্ধের কথা বলছে। এই সতর্কতা আমলে নিয়ে দক্ষিণ আফ্রিকা এবং বতসোয়ানা ইতোমধ্যে করোনা ভাইরাস সংকট মোকাবেলায় সিগারেট বিক্রয়ের উপর নিষেধাজ্ঞা আরোপ করেছে।

ফিলিপাইনের কুইজন সিটির স্থানীয় প্রশাসনও বর্তমান সংকট মোকাবেলায় সিগারেট বিক্রয়ের উপর সাময়িক নিষেধাজ্ঞা দিয়েছে।
অথচ, বাংলাদেশে জনস্বাস্থ্যের কথা বিবেচনায় না নিয়ে শিল্প মন্ত্রণালয় ব্রিটিশ আমেরিকান টোব্যাকো ও জাপান টোব্যাকো ইন্টারন্যাশনালকে সিগারেট উৎপাদন ও বিপণনসহ সবধরনের কার্যক্রম চালিয়ে যাওয়ার অনুমতি দিয়েছে; যা অত্যন্ত হাতাশাজনক।

শিল্প মন্ত্রণালয়ের বিরাষ্ট্রীয়করণ অধিশাখার উপ-সচিব মো. মোখলেসুর রহমান আকন্দ স্বাক্ষরিত ৩ ও ৫ এপ্রিলের চিঠিতে দেশের সকল বিভাগীয় কমিশনার ও জেলা প্রশাসককে কোম্পানী গুলোর তামাক পাতা সংগ্রহ, পণ্য উৎপাদন ও বিপণনে প্রয়োজনীয় সহায়তা দিতে বলা হয়। অন্যদিকে, দেশের বিড়ি কারখানাগুলোতেও ঝুঁকিপূর্ণ পরিবেশে উৎপাদন চলছে।

বর্তমানে দেশে করোনা ভাইরাস সংক্রমণ ক্রমবর্ধমান হারে বৃদ্ধি পাচ্ছে। এই সংকট মোকাবেলায় মাননীয় প্রধানমন্ত্রীর ঘোষিত বিভিন্ন পদক্ষেপ এবং নির্দেশনা দেশ-বিদেশে প্রশংসিত হয়েছে এবং সর্বস্তরের মানুষের মধ্যে ব্যাপক আশার সঞ্চার করেছে।

পরিস্থিতি মোকাবেলায় সরকার ঘোষিত সাধারণ ছুটি ইতোমধ্যে ২৫ এপ্রিল ২০২০ পর্যন্ত বর্ধিত করা হয়েছে এবং জনগণকে বাড়িতে অবস্থান করার জন্য উৎসাহিত করা হচ্ছে। অধিকন্তু, কোভিড-১৯ প্রতিরোধের লক্ষ্যে এই জরুরী অবস্থা চলাকালীন যেসব পরিষেবা অব্যহত থাকবে তার তালিকাসহ প্রধানমন্ত্রীর কার্যালয় হতে একটি পরিপত্র জারি করা হয়েছে যার মধ্যে তামাকজাত দ্রব্য আওতাভূক্ত নয়। তামাক করোনা সংক্রমণকে ত্বরান্বিত করে এবং বেঁচে থাকার জন্য এটি কোন অত্যাবশ্যকীয় দ্রব্য নয়।

তামাক কোম্পানী গুলো তাদের কার্যক্রম চালু রাখার পক্ষে যুক্তি দিয়েছে, তারা সরকারকে সবচেয়ে বেশি কর দিয়ে থাকে। অথচ, বাংলাদেশ ক্যান্সার সোসাইটি ও ঢাকা বিশ্ববিদ্যালয়ের গবেষণায় দেখা গেছে, তামাক কোম্পানীর দেয়া ২২ হাজার কোটি টাকা রাজস্বের বিপরীতে তামাকজনিত রোগের চিকিৎসা ও উৎপাদনশীলতার ক্ষতি হয় ৩০ হাজার কোটি টাকা। তাছাড়া, করোনা ভাইরাসের সংক্রমণ রোধ করতে সরকার ঘোষিত সাধারণ ছুটিতে সারাদেশে সব ধরনের শিল্প-কারখানা বন্ধ রয়েছে। এমনকি দেশের সবচেয়ে বড়ো রপ্তানিখাত গার্মেন্টস শিল্পও বন্ধ করে দিয়েছেন বিজিএমইএ।

এমন পরিস্থিতিতে দেশের জনস্বাস্থ্য সুরক্ষা নিশ্চিত করতে অবিলম্বে শিল্প মন্ত্রণালয়ের এই নির্দেশনা প্রত্যাহার এবং ফ্যাক্টরিতে বিড়ি/সিগারেট উৎপাদনে নিয়োজিত শ্রমিকদের ছুটি নিশ্চিত করতে অনুরোধ জানিয়েছে বাংলাদেশ নেটওয়ার্ক ফর এনসিডি কন্ট্রোল অ্যান্ড প্রিভেনশন (বিএনএনসিপি)।

সেই সাথে, করোনা ভাইরাস মহামারী মোকাবেলায় বৈশ্বিক অভিজ্ঞতা কাজে লাগিয়ে সিগারেট, বিড়ি, জর্দা, গুলসহ সকল তামাকজাত পণ্য বিক্রয়ের উপর সাময়িক নিষেধাজ্ঞা আরোপের দাবি জানিয়েছে সংগঠনটি।

এমন পদক্ষেপ বর্তমান করোনা ভাইরাস পরিস্থিতি মোকাবেলা, দেশের জনস্বাস্থ্য উন্নয়ন এবং মাননীয় প্রধানমন্ত্রী ঘোষিত “তামাকমুক্ত বাংলাদেশ” অর্জনে বলিষ্ঠ অবদান রাখবে বলে বিশ্বাস করে বিএনএনসিপি।

Tobacco companies need to be shut off to fight corona virus

Bangladesh Network for NCD Control and Prevention (BNNCP) has demanded closure of all tobacco factories in the country to prevent the growing corona virus infection in Bangladesh and take public health into consideration. The organization has sent a letter to Industry Minister Mr. Nurul Majid Mahmud Humayun on Sunday demanding it.

The letter states that like many other countries, Bangladesh is now following the World Health Organization’s (WHO) guidelines to fight against the global pandemic corona virus. WHO says, smoking increases the risk of being infected with the corona virus and becoming critically ill. The report of a survey conducted among the COVID-19 patients in China published in the ‘Chinese Medical Journal’; it said that smokers are 14 times more likely to become critically ill if infected with corona. Taking into account these factors, WHO urges to quit smoking. With this warning, South Africa and Botswana have already banned the sale of cigarettes in the face of the Corona virus crisis. The local administration of the Quezon City of the Philippines has also temporarily banned the sale of cigarettes in the face of the current crisis.

However, regardless of public health in Bangladesh, the Ministry of Industry has allowed British American Tobacco Bangladesh (BATB) and Japan Tobacco International (JTI) to continue all activities, including cigarette production and marketing; which is extremely frustrating. Letters from the ministry, dated April 7 and 8 signed by Deputy Secretary Mokhlesur Rahman Akand instructed all the divisional commissioners and deputy commissioners of the country to provide necessary assistance in the production and marketing of tobacco products. On the other hand, production is also underway in the hazardous environment at bidi factories in the country.

Corona virus infection is increasing at present. The steps and instructions announced by the Hon’ble Prime Minister in the face of this crisis have been praised both at home and abroad and have given great hope to people of all walks of life. To address the situation, the government-declared public holiday has already been extended till April 25, 2020, and people are being encouraged to stay home. In addition, a circular has been issued from the Prime Minister’s Office, which does not cover tobacco products, with a list of services that will remain in place during this emergency to prevent COVID-19. Tobacco accelerates corona infection and is not an essential ingredient for survival.

Tobacco companies have argued in favor of continuing their activities, they pay the most taxes to the government. However, studies of Bangladesh Cancer Society and University of Dhaka showed that due to the treatment of tobacco related diseases and loss productivity was estimated to be Tk 30 billion against the revenue of Taka 22,000 crore given by the tobacco companies. Moreover, to prevent contamination of the Corona virus, all industries across the country are shut off in government-declared holiday. As well, BGMEA has even shut down the garment industry, the country’s largest export sector.

In such a situation, Bangladesh Network for NCD Control and Prevention (BNNCP) has urged the Ministry of Industry to immediately withdraw this directive and to ensure that the workers who are engaged in producing bidi / cigarettes at the factory are allowed to leave. In addition, the organization has called for a temporary ban on the sale of all tobacco products, including cigarettes, bidi, jorda, gulls, using global experience in combating the Corona virus epidemic. The BNNCP believes that such a move will make a significant contribution to the current Corona virus situation, public health development of the country and achieving “tobacco-free Bangladesh” announced by the Hon’ble Prime Minister.###
